Phytoplankton is a special group of organisms that can gather in a group called a bloom which is found in estuaries, lagoons, bays, and tidal rivers. Blooms consist of a rapid and mass production of phytoplankton, responding to physical forces changing, such as runoff, tides or winds. Not only are phytoplankton known for creating blooms, but in those blooms phytoplankton can easily transform inorganic elements to organic forms. (JE Cloern – 1996) Tests will occur in the East River due to the history of toxins and discharges and the affect of the historic toxins will be studied.( A Sweeney – 2004)
